Abstract: Agricultural insurance ,with the characteristics of high theoretical, single payment procedures,strong subjectivity ,plays an important role in risk management and controlling in modern agriculture.In china,the development of agricultural insurance is still in promotion period, how to make use of technical measures, improve the efficiency of agricultural insurance payment, enhance the scientific nature of the payment process is effect of agricultural insurance in promoting the success or failure. This article focuses on flood insurance in agricultural insurance,discussed by using GIS technology to quickly,accurately and comprehensively carry out analysis simulate and display on the spatial data, within the help of flood routing model , disaster damage assessment model,simulate the flooded areas,flood duration and Submerged depth of crops ,Calculate the loss ratio of crops.Established the loss settlement model of flood insurance in agricultural insurance, Combination of crop growth data, crop type, the information of growth region and the crops loss rat,calculate the total flood insurance payment and agriculture losses.Bring about the integrations of flood routing, disaster assessment system and agricultural insurance claims settlement system .It can provide basics for the survey of agricultural insurance,damage assessment, management and controlling of risk as well as government department such as disaster warning and disaster prevention and mitigation.
